Haki na Usalama Forum has published a position paper, entitled “Police Accountability: A Comprehensive Framework”. The paper argues for a  holistic police accountability and oversight system in Tanzania. Looking at the four dimensions of police accountability – internal accountability, accountability to the state, accountability to community, and external accountability – the paper draws on legal formulations and experiences from multiple jurisdictions, and identifies best models and practices for implementation in Tanzania.
